Hillside Grading Requirements in Los Angeles
2:1 slopes, retaining wall setbacks, and what plan check actually looks for.
The 2:1 Slope Rule
Southern California's standard maximum unretained slope is 2:1: two feet horizontal for every one foot vertical. Below that ratio, compacted fill and cut slopes hold their shape with normal factors of safety. Steeper than 2:1 and you are into retaining walls, soil nails, or other engineered support.
The rule shapes everything else on a hillside lot: how far your building pad sits from the property line, how much dirt gets exported, and whether a retaining wall is cheaper than a longer slope. We run those tradeoffs with your architect before the plan gets drawn.
Retaining Walls and Setbacks
Retaining walls over 4 feet need permits and structural engineering in LA City and LA County. The grading plan shows where each wall sits, its height, and its setback from property lines and structures. Walls close to a neighbor's property usually trigger a shoring or temporary excavation review.
The most common hillside mistake is designing walls that hold back a surcharge, like a driveway or pool deck, without accounting for the extra pressure. We flag those early so the structural engineer designs for the real loads.
Drainage on Hillside Lots
Hillside drainage follows one rule: capture sheet flow high on the slope and carry it to an approved discharge point before it can accelerate. That means drainage benches on tall slopes, swales graded to run to a stabilized outlet, and downspout or surface flows tied into the same system.
Both LADBS and LA County check that your grading does not send more water at a neighbor's lot than pre-development conditions. After the Eaton Fire, county reviewers are watching post-fire runoff patterns closely on rebuild lots.
Driveway Grades and Access
Fire departments cap residential driveway grades, commonly around 20% with special surfacing above that, and they enforce turnarounds and widths on hillside lots. Driveway grading is part of the plan: we show the profile grade so the fire department and plan checker can sign off without a resubmittal.
